Madam Secretary,

I was very pleased to learn that the United States Senate confirmed your nomination today as Secretary of State. Please accept my very warm congratulations on your confirmation, which marks a new step in your brilliant career.

The new American spirit that you embody, together with President Barack Obama, opens new possibilities for dealing with major global challenges: the financial crisis, terrorism, nuclear proliferation, climate change, poverty and underdevelopment.… As you affirmed before the United States Senate, we will not agree on everything, but our trusting relationship will allow us, I am certain, to confront all the challenges facing our countries in a manner characterized by transparency and trust.

I am delighted that I will be able to work with you, in the framework of a renewed transatlantic partnership and a strengthened bilateral relationship, to continue defending throughout the world the common values that lie at the heart of the alliance between our two countries.

I look forward to meeting you and ask you to please accept, Madam Secretary, the expression of my deep respect [handwritten] and my warmest regards.
