European External Action Service
I welcome the political agreement found yesterday evening on the proposal for the European External Action Service, presented by Mrs Ashton.
A milestone has been passed, even though this isn’t the end of the process. I would like the European Parliament to look at this text and give its opinion so that a decision can be taken swiftly, with full regard for its prerogatives. At yesterday’s General Affairs Council I signalled the importance of moving fast. With this in mind, I made some proposals to facilitate agreement on three points which raised particular difficulties: the ability for Mrs Ashton and the service to exercise strategic management of the use of EU funds allocated to External Action, the High Representative’s authority over EU’s delegations and compliance with the procedures applicable in the sphere of the Common Security and Defence Policy (CSDP).
Europe needs this new diplomatic tool to act more effectively, more transparently and in a more coordinated way, serving all the interests of the EU, peace and development.
It will be a tool for Mrs Ashton and the whole of Europe./.
