WTO draft report on the subsidies granted by the United States to Boeing – Communiqué issued by the Ministry for Ecology, Energy, Sustainable Development and Marine Affairs

Jean-Louis Borloo, Ministre d’Etat, Minister for Ecology, Energy, Sustainable Development and Marine Affairs, responsible for Green Technology and Climate Negotiations, and Dominique Bussereau, Minister of State responsible for Transport, welcome with great satisfaction the WTO draft report on the subsidies granted by the United States to Boeing.

A milestone has been passed today in the dispute between Europe and the United States over their support for their respective aircraft industries. The special panel, established by the WTO to investigate the European Union’s complaint about the subsidies the United States has given to Boeing, has delivered its report (draft ruling) to both parties.

Its detailed contents will remain confidential until the two parties have made public their comments on the factual aspects of the report.

However, without going into the details, overall the conclusions drawn by the panel condemn the massive subsidies received by Boeing which breach WTO rules and vindicate the European Union’s complaint on all the essential points.

This report therefore sets the record straight a few months after another panel concluded that European subsidies to Airbus existed on a far smaller scale than those Boeing received.
